CREDENTIALS OF ICPC CHAPLAINS

TThe International Conference of Police Chaplains has a credentials program for experienced law enforcement chaplains who have earned recognition for their chaplaincy expertise.

We also have a Basic Training Level program for Liaison Officers.

All ICPC credential programs are voluntary but not all chaplains will wish to participate.

Each level of credential training has specific and different requirements. Participating chaplains will qualify for one of the training levels and he or she should enter the highest level for which they qualify. Check out the requirements for each level below. 

For example, it is NOT necessary to earn a Basic Training Level Credential before applying for a Senior or Master Credential.

All applicants must be ICPC members, The program is open to all chaplains, including volunteer, part-time and career chaplains.

New Credentials Now Offered

The International Conference of Police Chaplains (ICPC) now offers two new credentials to advanced chaplains. They are the Diplomate and Fellow credentials.

These new credentials are the highest level the ICPC awards and recognizes marked achievement in chaplaincy. They represent the highest achievements in tenure, education, training and service to ICPC.

Those who are awarded the Diplomate and Fellow credentials are set apart and recognized for their tremendous accomplishments and service.

LIAISON OFFICER BASIC TRAINING

A total of 4.0 CEUs are required. These must include the 12 courses for Basic Chaplain credentialing (see below) plus the following courses:

  • Starting a Law Enforcement Chaplaincy Program
  • Liaison Officer I
  • Liaison Officer II
  • Liaison Officer III

FELLOW of ICPC 

  • Have been a law enforcement chaplain for not less than twenty (20) years.
  • Have held an ICPC Master’s Level Credential for at least five (5) years.
  • Have a total of at least one-hundred (100) CEU’s in chaplaincy/law enforcement related topics.
  • Have a total of at least twenty (20) ATS/RTS credits     [1 ATS = 1 credit -- 1 RTS = ½ Credit].
  • Submit two (2) personal references [Religious, law enforcement, fellow chaplains, etc.].
  • Have performed service to or on behalf of ICPC ( Served as an officer of ICPC, taught at RTS or ATS, member of a committee, etc.].
  • Submit a passport size photo
  • Pay the credential fee of  $150 USD.

 DIPLOMATE of ICPC 

  • Have been a law enforcement chaplain for not less than fifteen (15) years
  • Have held an ICPC Master's Level Credential for at least five (5) years
  • Have a total of at least fifth (50) CEUs in chaplaincy and law enforcement related topics
  • Have a total of at least ten (10) ATS/RTS credits [1 ATS=1 credit; 1 RTS=1/2 credit]
  • Submit two (2) personal references (religious, law enforcement, fellow chaplains, etc.)
  • Have performed service to or on behalf of ICPC [served as an officer of ICPC, taught at RTS or ATS, members of a committee, etc.]
  • Submit a passport-size photo
  • Pay a credential fee of $150 USD


SENIOR CHAPLAIN and MASTER CHAPLAIN

There are two levels of advanced credentials: Senior and Master. Both require that a chaplain has attained full membership status in the International Conference of Police Chaplains.

MASTER CHAPLAIN

  • Have been a law enforcement chaplain for not less than ten (10) years
  • Have a total of 25 CEUs and write an ICPC Master-level paper or
  • Have a total of 35 CEUs
  • Have completed the 12 Basic/core courses
  • Have a letter of endorsement specifying that you are in good standing and are specifically endorsed for Master Chaplain with the ICPC from your ecclesiastical agency and from your law enforcement department
  • Pay a credential fee of $75 USD
SENIOR CHAPLAIN 
  • Have been a law enforcement chaplain for not less than five (5) years
  • Have a total of 15 CEUs
  • Have completed the 12 Basic/core courses
  • Have a letter of endorsement specifying that you are in good standing and are specifically endorsed for Senior Chaplain with the ICPC from your ecclesiastical agency and from your law enforcement department
  • Pay a credential fee of $50 USD 

BASIC TRAINING LEVEL CHAPLAIN

Ordained and licensed clergy, or lay persons appointed to chaplaincy service, need basic training. ICPC has developed a Basic Training Level credential program that includes 12 core courses.

Basic is the first credential level for law enforcement chaplains who wish to document their educational progress in this specialized ministry. The application form calls for information such as name, department service, etc., and a listing of when and where the CEU's for the 12 basic courses were obtained.

The core courses must include a total of at least 35 contact instruction hours (or 3.5 Continuing Education Units). All training must be documented (when, where, CEUs, etc.). Beginning July 1, 2010, the following Core Courses will include:

  • *Introduction to Law Enforcement Chaplaincy 
  • Death Notification
  • **Stress Management
  • *Ceremonies and Events
  • Confidentiality and Legal Liability
  • Ethics
  • Responding to a Crisis
  • Law Enforcement Family
  • Substance Abuse
  • Suicide
  • Officer Injury or Death
  • Sensitivity and Diversity

  * New Courses as of July 1, 2010
** Includes Post Shooting Syndrome and Burn-out as of July 1, 2010

Individuals who apply for the Basic Level Training Credential after July 1, 2010, must have taken the new course curricula (listed above). Individuals who apply for Senior or Master level credentials and do not possess a basic level credential must show evidence of having taken the core course must now indicate that they have taken the new core course curricula after July 1, 2010.

ADDITIONAL REQUIREMENTS

A $25 fee will be required upon submission of an application. All completed application forms must be submitted to the ICPC Office in Destin, FL.

A Continuing Education Unit (CEU) is ten (10) contact hours of participation in an organized continuing education experience under responsible sponsorship, capable direction and qualified instruction. For example: 10 training hours equals 1.0 CEU. Each unit of Clinical Pastoral Education (CPE) equals 2 CEUs.

One contact hour equals fifty (50) minutes of class time in workshops and seminars (as determined by the Credentials Committee.)

Continuing Education Credits 

If you are seeking credit for continuing education units by way of training other than ICPC Seminars, you may send in a certificate of completion.

This certificate must include the date and the number of contact or CEU hours. If it does not have that printed on it, you must submit the syllabus or a statement from the issuer which grants the information.

Failure to include the relevant information will lead to a delay until the information is provided to the Academic Registrar.

NEW! Effective September 1, 2010, the Destin office will no longer receive copies, (either electronic or hard copies), of certificates from members for inclusion in their academic record or personnel files.
